The International Standard Serial Number (ISSN)
Iran and ISSN
The International Standard Serial Number (ISSN) came into being on 07 November 1972. Iran applied the first ISSN’s for the Directory of Iranian Periodicals and the Iranian Library Association Journal . This was less than a year after ISSN was initiated in Paris. In 974, in the preface to the next issue of the Directory of Iranian Periodicals, the necessity for obtaining an ISSN for Iranian periodicals and the way to apply for it with the ISSN office in Paris was explained. Moreover, the Tehran Book Processing Centre (TEBROC) was appointed as a liaison between Iranian periodicals and the ISSN headquarters in Paris. After the merger of this TEBROC into the National Library in 1983, this responsibility was also delegated to the Library. After persistent follow-up by the Library, the Iranian Parliament agreed upon the establishment of a national ISSN Centre within the National Library in the spring of 2001. The Centre has since done its utmost to facilitate applications by Iranian publishers of periodicals and helped 138 of them obtain their ISSN’s.
Publishers interested in obtaining an exclusive ISSN can send a completed application form enclosed with a copy of the latest issue of their periodical to the address stated in the application form. The National Library will then register the specifications of the periodical in her ISSN Centre and send back the ISSN set for the periodical to the publisher in an official letter ( guide to apply for and obtain an ISSN).
Advantages of ISSN
Any ISSN includes the complete data of the periodical in question. As a result, the periodical can easily be identified without knowing the language or country of origin of the periodical. This is simply because all ISSN’s are unique to their allotted periodicals. ISSN is the easiest tool to link publishers to regulators and facilitates the global distribution system of periodicals to a great extent. At the library level, ISSN is the fastest means to identify, to order, control and call back unreturned copies. ISSN also makes inter-library borrowings and the collation of title lists far easier.
As ISSN is a digital code system, it is fit for computer databases and its updating, alphabetical arrangement, retrieval and information transfer can be done with high speed and easily. ISSN can simply be combined with a barcode, making it possible to sell periodicals in supermarkets and managing the resulting accounts electronically.
